The Tri-Counties Regional Center (TCRC), headquartered in Santa Barbara, serves San Luis Obispo, Santa Barbara, and Ventura counties along the central coast. Vendors receiving $500,000 or more in TCRC funding across the State fiscal year must obtain an independent CPA review or audit under WIC §4652.5 and submit it to the center within the statutory windows.

Vendors we work with in Santa Barbara and beyond
TCRC's territory stretches roughly 200 miles along the Highway 101 corridor, from Paso Robles to Thousand Oaks, and its vendor base is strung out along it: residential providers and day programs in the population centers of Santa Maria, San Luis Obispo, Santa Barbara, Oxnard, and Ventura, with supported living and independent living agencies covering the rural stretches between. Central-coast vendors often run sites in two or all three counties, so shared management and pooled administrative staff are common — and allocating those shared costs across sites is where the 85/15 program-spending presentation takes the most care. The region's high housing and wage costs, especially around Santa Barbara, add the same admin-cost pressure we see in the Bay Area, on a smaller scale.
Your deadline
Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Tri-Counties Regional Center within 30 days of when your CPA issues it. There are no extensions under the statute. Calendar-year vendors (fiscal year-end December 31) have a September 30 deadline the following year — use our deadline calculator to map yours.
