The South Central Los Angeles Regional Center (SCLARC) serves South Central and Southwest Los Angeles County, coordinating services for one of the most historically underserved consumer populations in the state. Vendors receiving $500,000 or more in SCLARC funding across the State fiscal year must obtain an independent CPA review or audit under WIC §4652.5 — and as SCLARC's provider base grows, more vendors are meeting that threshold for the first time.

Vendors who scaled fast often have funding from multiple public sources — regional center contracts alongside government grants — and the first task is separating those streams, because only regional center funding counts toward the review and audit thresholds. The second is documentation: organizations that grew from small community roots often need their cost-allocation and payroll records tightened up before the 85/15 program-spending result can be presented cleanly.
Your deadline
Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach South Central Los Angeles Regional Center within 30 days of when your CPA issues it.
