The San Gabriel/Pomona Regional Center (SG/PRC) serves the San Gabriel and Pomona Valleys of eastern Los Angeles County from its Pomona headquarters. Despite the two-part name, it is a single regional center — and if your organization receives $500,000 or more in SG/PRC funding during the State fiscal year, WIC §4652.5 requires an independent CPA review or audit of your financial statements.

The San Gabriel Valley is one of the most linguistically diverse vendor environments in California, and SG/PRC's provider base reflects it: family-operated residential homes and group homes, day programs, ABA and behavioral providers, and agencies serving consumers and families in Mandarin, Cantonese, Vietnamese, Spanish, and more. Many SG/PRC vendors are smaller, family-run businesses — often for-profit — where the owner wears several hats. That structure raises two recurring §4652.5 questions we resolve early: confirming that the requirement applies (it does — the statute turns on funding level, not whether you are a nonprofit), and building a clean split between the owner-operator's direct-care time and administrative time so the 85/15 program-spending test is presented defensibly.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach San Gabriel/Pomona Regional Center within 30 days of when your CPA issues it.
