In Santa Clara County, providers operate in one of the most expensive labor and real-estate markets in the country — day programs, supported and independent living agencies, and ABA providers competing with Silicon Valley wages — which puts the same kind of pressure on the 85/15 program-spending test that we see in San Francisco. In Monterey, San Benito, and Santa Cruz counties, the base shifts toward residential providers and agencies serving agricultural communities, often bilingual and often covering long distances between consumers. A single SARC vendor frequently spans both worlds, running programs in San Jose and Salinas at once, and the engagement work is making sure high urban costs and rural travel costs are each classified correctly so the report holds together.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach San Andreas Regional Center within 30 days of when your CPA issues it.
