The Regional Center of Orange County (RCOC), headquartered in Santa Ana, coordinates services for people with developmental disabilities throughout Orange County. If your organization receives $500,000 or more in RCOC funding across the State fiscal year, WIC §4652.5 requires an independent CPA review or audit. Orange County has an exceptionally deep and sophisticated provider community, and the vendor mix leans toward two areas in particular: a very large concentration of applied behavior analysis (ABA) and autism-services providers, and a mature base of residential, day program, and supported-living agencies serving a populous, affluent county. Many RCOC ABA providers also bill private insurance and other funding sources alongside their regional center contracts — which makes the single most important §4652.5 point easy to miss: only the RCOC funding counts toward the $500,000 and $2,000,000 thresholds, not your total revenue. Sorting regional center funding cleanly from commercial-insurance and school-district revenue is the first thing we do for a multi-payer RCOC vendor, because it determines whether you owe a review, a full audit, or nothing at all.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Regional Center of Orange County within 30 days of when your CPA issues it.
