The North Los Angeles County Regional Center (NLACRC), headquartered in Chatsworth, serves one of the largest caseloads of any regional center in California across two very different valleys — the dense San Fernando Valley and the high-desert Antelope Valley around Palmdale and Lancaster. If your organization receives $500,000 or more in NLACRC funding across the State fiscal year, WIC §4652.5 requires an independent CPA review or audit, and NLACRC will expect that report on file.

NLACRC's service area splits into two worlds. In the San Fernando Valley, the vendor base looks like the rest of urban Los Angeles — residential facilities and group homes, day programs, supported and independent living agencies, and one of the largest concentrations of ABA and behavioral-intervention providers in the state. Out in the Antelope Valley, providers cover far greater distances between consumers, and staff mileage becomes a real line item. That split shows up in §4652.5 engagements two ways: transportation and travel costs that must be classified correctly as direct program spending under the 85/15 test, and fast caseload growth in one of the fastest-growing catchments in the state, which can move a vendor from review territory to the $2,000,000 audit threshold quicker than expected.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach North Los Angeles County Regional Center within 30 days of when your CPA issues it.
