North Bay Regional Center
Vendor Audits & Reviews

Independent CPA audits and reviews under WIC §4652.5 for NBRC vendors across Napa County, Solano County, Sonoma County.

The North Bay Regional Center (NBRC), headquartered in Napa, serves Napa, Solano, and Sonoma counties — wine country, the Highway 101 corridor through Santa Rosa, and the Vallejo–Fairfield urban core. NBRC vendors receiving $500,000 or more in regional center funding across the State fiscal year are subject to the independent CPA review or audit requirement of WIC §4652.5. The North Bay is a short drive from our own offices, and we work with NBRC vendors regularly.

Do you need a review or an audit?

It depends on how much North Bay Regional Center funding you receive — not your total revenue from all sources — measured across the State fiscal year (July 1 – June 30):

Review — Limited Assurance
$500,000 – $1,999,999
in regional center funding → an independent CPA review.
Audit — Reasonable Assurance
$2,000,000 or more
in regional center funding → a full independent audit.

If you are vendored with more than one regional center, your funding is aggregated across all of them to determine your level. See the full review-vs-audit comparison for what each engagement involves.

Vendors we work with in Napa and beyond

The North Bay provider community mixes suburban and rural: residential facilities and group homes across Sonoma and Solano counties, day programs and employment services in Santa Rosa, Napa, and Fairfield, and supported living agencies covering long rural stretches between them. The region's recent history matters too — North Bay providers have absorbed repeated wildfire and flood disruptions, and we have seen how displaced programs, emergency payroll, and insurance recoveries complicate a fiscal year's books. The statute does not bend for any of that: the nine-month deadline has no extensions, so vendors with a disrupted year need their records rebuilt and their engagement started earlier, not later. Our Bay Area base makes close work with NBRC vendors straightforward.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach North Bay Regional Center within 30 days of when your CPA issues it. There are no extensions under the statute. Calendar-year vendors (fiscal year-end December 31) have a September 30 deadline the following year — use our deadline calculator to map yours.
