WIC §4652.5 · San Bernardino

Inland Regional Center
Vendor Audits & Reviews

Independent CPA audits and reviews under WIC §4652.5 for IRC vendors across San Bernardino County, Riverside County.

The Inland Regional Center (IRC), based in San Bernardino, serves San Bernardino and Riverside counties — the largest geographic catchment of any regional center in California and one of its fastest-growing. Vendors receiving $500,000 or more in IRC funding during the State fiscal year fall under the WIC §4652.5 independent review or audit requirement. We work with IRC vendors across that vast two-county area on getting and keeping those reports current.

Do you need a review or an audit?

It depends on how much Inland Regional Center funding you receive — not your total revenue from all sources — measured across the State fiscal year (July 1 – June 30):

Review — Limited Assurance
$500,000 – $1,999,999
in regional center funding → an independent CPA review.
Audit — Reasonable Assurance
$2,000,000 or more
in regional center funding → a full independent audit.

If you are vendored with more than one regional center, your funding is aggregated across all of them to determine your level. See the full review-vs-audit comparison for what each engagement involves.

Vendors we work with in San Bernardino and beyond

The Inland Empire's defining feature for vendors is distance. IRC's territory covers an enormous area, from dense San Bernardino and Riverside neighborhoods out to high-desert and rural communities, and the provider base has grown quickly to keep up. We work with IRC-vendored residential facilities and group homes, day programs, and supported and independent living agencies whose staff routinely drive long distances to reach consumers spread across the region. That geography makes two things recurring in IRC engagements: transportation and travel costs that need correct 85/15 treatment, and rapid year-over-year growth that can push a vendor from below the threshold, to the review level, to a full audit in a short span. Knowing which side of the $500,000 and $2,000,000 lines you will land on for the fiscal year — before the year closes — is something we help IRC vendors plan around.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Inland Regional Center within 30 days of when your CPA issues it. There are no extensions under the statute. Calendar-year vendors (fiscal year-end December 31) have a September 30 deadline the following year — use our deadline calculator to map yours.
