Harbor Regional Center serves the South Bay and Harbor communities of Los Angeles County — Long Beach, Torrance, San Pedro, and the surrounding beach cities. Vendors receiving $500,000 or more in Harbor funding across the State fiscal year fall under the independent CPA review or audit requirement of WIC §4652.5. Vendors we work with in Torrance and beyond

The Harbor area's provider community is anchored by residential care — licensed group homes and adult residential facilities are dense across Long Beach and Torrance — alongside day programs, employment-services agencies, and supported living providers. Two features of the South Bay come up again and again in §4652.5 work. First, Harbor's catchment borders several other regional centers' territories, so many vendors here hold vendorizations with Harbor plus a neighbor — South Central LA, Westside, or Lanterman — which means their funding must be aggregated across centers to determine the review-versus-audit level. Second, the residential-heavy vendor mix makes payroll the dominant cost, and payroll classification between direct-care and administrative staff is usually where the 85/15 result is won or lost.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Harbor Regional Center within 30 days of when your CPA issues it.
