The Golden Gate Regional Center (GGRC) serves people with developmental disabilities in San Francisco, Marin, and San Mateo counties. This is Guidepost's home territory — our San Francisco office is in the heart of GGRC's service area — and vendors here receiving $500,000 or more in GGRC funding across the State fiscal year are subject to the WIC §4652.5 independent review or audit requirement. We work hand-in-hand with GGRC vendors on that requirement.

Do you need a review or an audit?

It depends on how much Golden Gate Regional Center funding you receive — not your total revenue from all sources — measured across the State fiscal year (July 1 – June 30):

Vendors we work with in San Francisco and beyond

GGRC's three counties are among the highest-cost-of-living areas in the country, and that shapes the vendor base. Rather than a large residential-facility footprint, the GGRC provider community skews toward supported and independent living services (SLS/ILS), day programs, employment-services agencies, and a range of nonprofit providers operating on tight margins in an expensive labor market. Bay Area wage and rent levels put real pressure on the 85/15 program-spending test: when rent and administrative salaries are high, it takes careful, defensible expense classification to keep at least 85% of regional center funding on the direct-program side of the line. Because we are based in San Francisco and work in GGRC every year, we know how local cost structures show up in the numbers — and we prepare the books so the 85/15 result holds.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Golden Gate Regional Center within 30 days of when your CPA issues it. There are no extensions under the statute. Calendar-year vendors (fiscal year-end December 31) have a September 30 deadline the following year — use our deadline calculator to map yours.
