The Eastern Los Angeles Regional Center (ELARC), based in Alhambra, serves the eastside communities of Los Angeles County — Alhambra, El Monte, Whittier, Montebello, and the surrounding neighborhoods. ELARC vendors receiving $500,000 or more in regional center funding across the State fiscal year are required by WIC §4652.5 to obtain an independent CPA review or audit, and to file it with the center on time.

ELARC's catchment is geographically compact but dense, and its vendor community skews toward smaller organizations: family-run residential homes, neighborhood day programs, independent and supported living agencies, and a substantial base of bilingual Spanish-English providers serving eastside families. For vendors this size, the $500,000 line is the live issue — many ELARC providers cross it for the first time as rates and caseloads grow, and discover the §4652.5 obligation after the fiscal year has already closed. Because ELARC's territory borders SG/PRC and Lanterman country, split vendorizations are common here too, and the aggregation rule means funding from two centers can put a vendor over the threshold even when neither relationship does alone.
Your deadline
Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Eastern Los Angeles Regional Center within 30 days of when your CPA issues it.
