The Regional Center of the East Bay (RCEB), headquartered in San Leandro, serves people with developmental disabilities in Alameda and Contra Costa counties. Guidepost has an East Bay / Walnut Creek presence right inside this service area, and we work closely with RCEB vendors on the WIC §4652.5 requirement. If your organization receives $500,000 or more in RCEB funding across the State fiscal year, an independent CPA review or audit is required.

Do you need a review or an audit?

It depends on how much Regional Center of the East Bay funding you receive — not your total revenue from all sources — measured across the State fiscal year (July 1 – June 30):

Vendors we work with in San Leandro and beyond

RCEB's two counties run from dense, urban Oakland and the inner East Bay out to the suburban Tri-Valley and eastern Contra Costa, and the vendor base is correspondingly diverse. We work with RCEB residential facilities and group homes, day programs, supported and independent living agencies, and a growing set of behavioral and ABA providers spread across Alameda and Contra Costa. Many East Bay vendors are mission-driven nonprofits juggling several program lines and multiple funding streams at once, which makes two §4652.5 points especially relevant here: keeping regional center funding cleanly separated from other revenue when measuring against the thresholds, and allocating shared overhead correctly across program lines for the 85/15 test. Our proximity in the Walnut Creek area means we can work closely with RCEB vendors throughout that process.

Your deadline

Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Regional Center of the East Bay within 30 days of when your CPA issues it. There are no extensions under the statute. Calendar-year vendors (fiscal year-end December 31) have a September 30 deadline the following year — use our deadline calculator to map yours.
