Central Valley Regional Center
Vendor Audits & Reviews
Independent CPA audits and reviews under WIC §4652.5 for CVRC vendors across Fresno County, Kings County, Madera County, Mariposa County, Merced County, Tulare County.
The Central Valley Regional Center (CVRC), headquartered in Fresno, serves six counties in the agricultural heart of California — Fresno, Kings, Madera, Mariposa, Merced, and Tulare. CVRC vendors receiving $500,000 or more in regional center funding across the State fiscal year are required by WIC §4652.5 to obtain an independent CPA review or audit.
Do you need a review or an audit?
It depends on how much Central Valley Regional Center funding you receive — not your total revenue from all sources — measured across the State fiscal year (July 1 – June 30):
If you are vendored with more than one regional center, your funding is aggregated across all of them to determine your level. See the full review-vs-audit comparison for what each engagement involves.
Vendors we work with in Fresno and beyond
CVRC's service area is defined by agriculture and distance. Providers here serve consumers spread across six largely rural counties, with day programs, residential homes, and independent living agencies concentrated in Fresno, Visalia, and Merced and staff driving well beyond them. A large share of CVRC vendors serve Spanish-speaking families, and many are small operations for whom the §4652.5 requirement arrives as they grow past the $500,000 line. In our CVRC work, the recurring themes are practical: getting mileage and vehicle costs documented so they classify as program spending, keeping payroll allocations clean when one team covers multiple counties, and helping first-time vendors organize their books for the 85/15 presentation before the review begins rather than after.
Your deadline
Your independent report is due within nine months of your fiscal year-end, and the report plus any management letter must reach Central Valley Regional Center within 30 days of when your CPA issues it. There are no extensions under the statute. Calendar-year vendors (fiscal year-end December 31) have a September 30 deadline the following year — use our deadline calculator to map yours.
